Pastoral Letter of Cardinal Seredi 29 June 1944

The origins of the June Pastoral Letter, referred to in ADSS 10.265,  lie in the increasing awareness among the Hungarian bishops as to the true nature of the deportation of the Hungarian Jews from May 1944.  More and more accounts of bestial and inhumane treatment of Jews from outside Hungary were now replicated from within Hungary.  The Catholic bishops could no longer avoid the reality of anti-Jewish persecution.  Many of them had acquiesced or tacitly supported the raft of anti-Jewish legislation passed in Hungary since 1938 even though some had raised some protest over the treatment of converted Jews. 

Sometime in June 1944 the document known as “The Auschwitz Protocol” arrived in Budapest via Switzerland and a copy was passed on to the Regent, Admiral Miklos Horthy.  The Regent passed on the information to Seredi.  The Primate had been under pressure from a number of bishops, especially Vilmos Apor and Endre Hamvas.  In addition the Cardinal was also under growing pressure from the Vatican, via Angelo Rotta, the nuncio, to act in a decisive and uncompromising statement condemning the persecution and deportation of the Jews.

The letter, “Successor to the Apostles” was distributed to the dioceses of Hungary, but government agents seized the 700 copies intended for the Archdiocese of Esztergom. The Minister of Justice, Istvan Antal, approached Seredi pleading with him to cancel the letter.  Seredi agreed to do so on condition that the Prime Minister, Dome Sztojay, write to him assuring him that the government would suspend deportations and make the “Jewish Question” a purely internal Hungarian issue.  Upon receipt of Sztojay’s letter on 8 July, Seredi ordered the pastoral letter be followed by a further pronouncement on 10 July (follows this text).

It would highly unlikely that the nuncio, Angelo Rotta, would not have passed on a copy of the letters to the Vatican.

"The successors of the Apostles, that is, the visible head of the Church and all other bishops are the promoters and guardians of God's unwritten, natural, laws and of his written, revealed, laws, especially the Ten Commandments. In this country, all through the thousand years of its history, the Church leaders have always protested whenever someone tried to violate those divine laws, and defended the poor, the defenceless and the victims of persecutions. In these fateful times we, the members of the Episcopate, fulfil our duty when in the name of God we protest against the immoral way in which this war is being conducted. In a war which claims to be just, the killing of defenceless civilians, the bombardment of women and children from low-flying aircraft, the maiming of children through explosive toys dropped from the air, are all means of destruction which cannot be condoned, because they are against Christian moral laws.

"Alas, we also have to point out that whilst in this terrible world conflict we are most in need of God's help and, therefore, should avoid every word and deed which could draw God's wrath upon our nation. We have to admit with deep regret that in Christian Hungary successive measures are being taken which violate God's laws. We do not have to go into details of these measures, because you are very much aware of them yourselves... You know that many of your fellow-citizens — among those who share our faith — are being deprived of all human rights only because of their racial origin. Innocent individuals, none of whose guilt has been established by legal procedure, are subjected to humiliation and persecution. You would understand this thoroughly only if you yourselves were subjected to it.

"We, your bishops, always did and always will, keep aloof from party politics and the pursuit of personal gain. We cannot deny that some members of the Jewish community have had a subversive and destructive influence on the Hungarian economic, social and moral life, and fellow Jews made no protest against it. We do not doubt that the Jewish question has to be solved legally and justly. Therefore, we do not object to, but approve of, any necessary and justifiable reforms of the economic structures, which need to be undertaken for the abuses to be remedied. But it would be culpably defaulting on our moral and pastoral obligations if we failed to defend justice and to protect our citizens and our faithful from being abused solely on the ground of their racial origin. Therefore, during the past months we have incessantly tried by the spoken word and in writing to seek justice and to obtain the abolition of the offensive measures being taken against our fellow ­citizens.

"We are grateful for having been successful now and then in obtaining small concessions, but we have to state with sorrow and deep anguish that we did not get what we most insistently asked for: the suspension of the illegal deprivations and deportations. Confident in the Christian, Hungarian and humanitarian sentiments of the members of the Government, we waited patiently, and did not want to give up hope and refused until now to launch an official protest.

"Alas we see that all our efforts and discussions are ineffective on the most important issues. We, therefore, jointly raise our protesting voice and request the authorities to be conscious of their responsibilities before God and our nation, to respect divine law and remedy injustices immediately. The illegal measures they are making not only cause instability and divide the nation at the time of great tension, national calamity and struggle for survival, but turn public opinion of the Christian world against us and — what is most important — bring God's wrath upon us.

"As always we place our confidence in God and ask you, dear faithful people, to pray and act with us to obtain the triumph of Justice and of Christian love. Beware of taking on yourselves the fearful responsibility before God and mankind by approving of, or helping, the execution of the objectionable measures undertaken by the Government. Do not forget that you cannot serve your country's cause by condoning injustice. Pray and work for all our fellow­ citizens and especially for our Catholic brethren, for our Church and for our beloved country."

It is worth noting that while the tone of the letter demands action to stop the deportations, there is an underlying acceptance of the anti-Jewish laws as morally and legally valid.

ADSS 10.223 Notes of the Secretariat of State on the Jews of Hungary

The Secretariat of State has received the memorandum (1) of the Charge d’Affaires of the United States of America delivered to the Holy See on 01.06.1944.  The Secretariat is grateful that he has brought this to their attention, and has the honour to make known to his what the Holy See is doing in favour of the Jews of Hungary.

Since the publication of the racial laws in June 1941, the Secretariat of State has given the necessary instruction to the Apostolic Nuncio in Budapest so that he might make known to the Hungarian government the regret of the Holy See on their content. (2) Some action was also taken by his eminence Cardinal Seredi, Primate of Hungary, in the name of all the Catholic bishops, an in the following July made formal public protest in the Upper House. (3) Nonetheless, the laws, which despite being against the wishes of the bishops, were voted through subject to some slight modification.

On 10 August, the Secretariat of State sent a Diplomatic Note to the Hungarian Government (4) in which the Holy See expressed its concerns concerning the Catholic doctrine of marriage and expressing the hope that the Hungarian Government introduce into the Regulations, relative to the matter in question, mitigations that would satisfy the exercise of Catholic consciences.

In the following November, the Holy See learned (5) that the application of the racial laws, several thousand Jews, among them many baptised, had been forced to abandon Hungary and be transferred to south Ukraine, impoverished and devastated by the war.  The Cardinal Primate as immediately concerned to intervene in favour of the expelled. (6) His eminence was able to obtain assurances that the expulsion was limited to Jews of non-Hungarian origin, and had other assurances concerning the more human treatment of those who were expelled.

During the years 1942-1943 (7), the Apostolic Nuncio and his eminence the Primate, had occasion to intervene with the government authorities, since the subordinate authorities responsible for the enforcement of the racial laws, not frequently applied them in an oppressive manner.

The solicitude of the Holy See has increased in recent times because of the change in the internal political situation in Hungary and the aggravation of the measures against the Jews.  Since March, the Holy See has given new instructions to its representatives in Hungary and Romania in relation to new penalties against the Jews in these two countries. (8) The Holy See has appealed to the Christian and chivalrous tradition of the Hungarian people, and his eminence, the Cardinal Primate, has presented a memorandum in this regard to the Minister of Foreign Affairs. (9)

The last intervention of the Holy See in chronological order in favour of the Jews of Hungary was on 20 March past, (10) on the occasion of the warning from the Office of the President of the United States, (11) according to which the deportation of the Jews of Hungary in Russia sub-Carpathia would begin.  In this regard the information from the Apostolic Nuncio follows (12): The government has not responded to the Diplomatic Note of 20 March. The deportation began under the label of obligated forced labour.  The Apostolic Nuncio was instructed not to cease to use its good offices in favour of the deported to which will be added those of the Bishops.(13)

I am following my report number 915 (1) of 28 April last.

The Cardinal Primate (2) had a long conversation with the Prime Minister (3) discussing, in very energetic terms, the racist legislation; but do not expect significant results because of the strong German pressure to avoid distinctions in favour of the baptised.  The Hungarian government, composed of very weak people and some racist fanatics, is not able to react.

The Prime Minister is personally well-disposed but weak, probably … will retire. (4)

Meanwhile, the anti-Jewish campaign grows more and more and the feared National Socialist movement expands into other fields. (5)

The Regent (6) continues in a purely passive role. (7)

We consider Pope’s influence this matter may be decisive”. [Hertz’s information was accurate.] Godfrey replied on 05.05.1944 promising to inform the Holy See.



ADSS 10.172 Angelo Rotta to Luigi Maglione - persecution of Hungarian Jews; situation of baptised Jews

I am following my report number 855/44 of 19.04.1944 concerning the general situation in Hungary. (1)

With regard to the Jews, there has been a continuing intensification of the fight against them.  A new decree totally excluding them from commercial life, so that their shops are closed and they are obligated to hand over all their merchandise.  Meanwhile their homes, in some cases, may be requisitioned, and they can be also forced to live in a “ghetto”, which according to the local authorities are to be formed in the cities or in the more important villages.  This has already been done in the north-eastern regions of Hungary, that is, those closed to the frontier threatened by the Bolsheviks.  There are also restrictions regarding rations in the sense that they are not granted certain foods, and other foods are reduced in quantity after the introduction of special ration cards. (2)

Given that the decrees are racially based, many thousands of baptised [Jews], for the most part Catholics, are gravelly affected by these draconian measures, all the more so since the Government established a Jewish Central Committee for the easier application of the decrees.  Christians are at the mercy of this committee, which will, of course, sacrifice them first, to meet the demands of the Government.(3)

Yesterday at the Ministry of Foreign Affairs, I spoke with the secretary general (4) and demanded that serious action be taken by the Government against these provisions, noting once again the inhuman and anti-Christian dimension of the fight against the Jews.  I said that the Holy Father could not help but be profoundly grieved seeing Hungary, who had gloried in being a Christian nation, was now heading in a direction that lead to conflict with the doctrine of the Gospel.

The Foreign Affairs ministry understands these things; but there is, unfortunately at the Ministry of the Interior various elements, and above all, the two under-secretaries (5) who are fanatical anti-Semites and who for reasons they do not disclose and who are more papal than the Pope, in the sense that that they sometimes even go beyond what the Germans demand.

Some of the Jewish-Catholics, who feel a little abandoned, would like vigorous action in defence of their rights promoted by the ecclesiastical authorities.  Without doubt you are interested in the contents of the letter and conversation his eminence, the Cardinal Primate (6), addressed to the Prime Minister (7).  But he [Cardinal Seredi] lives in Estergom, and has not been seen in Budapest, and has, so far, not said a word of comfort for the afflicted:  the other bishops generally wait for the Primate’s initiative in questions of general interest.  Practically, it seems to many that the ecclesiastical authorities are not dealing with the issue out of excessive caution, even when this does not correspond to reality.  Certainly more prompt and direct action, before the publication of certain decrees, would not have been ineffective.  I know that soon, his eminence, Cardinal SerĂ©di will go back to the Prime Minister on this issue and will submit a memorandum.

It is hoped that the combined action of the Nunciature and his eminence the Cardinal Primate will obtain some benefits in favour of the baptised Jews and that elemental human rights are safeguarded in the manner of treating the other Jews.(8)

(2) The process of ghettoization in Hungary began on 09.04.1944.  All Jews living outside of Budapest were to be concentrated in a series of ghettos.  A ghetto in Budapest was not set up until November 1944.  Along with ghettoization, the German implemented through Hungarian government agencies a special rationing system for Jews.  Jewish rations were set below the rates for all other groups.  The intention was to starve the Jews and reduce any likelihood of resistance.  The nuncio would not have know that the decision to deport all the Jews of Hungary had been made with joint German-Hungarian cooperation five days before.  Deportations were due to start on 15.05.1944 – less than three weeks after this report was sent to Rome.
(3) Local government bodies established ZsidĂ³ TanĂ¡cs – Council of the Jews – from March onwards.  Samu Stern (1874-1947) was the president of the Jewish community of Pest and head of the national organisation of the councils.
